Sometimes it makes sense to make fewer cuts.  We have 2 cookies and four friends.  We can easily make 4 portions but cutting each cookie into 2 pieces, making 4 one-half portions.

In this situation it makes sense to make multiple cuts because the slices represent different flavors.
