Awarding citizenship grades to students sometimes has a tendency to feel arbitrary. How exactly do we determine an "Honors" from a "Good" and a "Good" from a "Satisfactory"? How do we determine when a student has crossed over from a "Needs Improvement" to an "Unsatisfactory"?
